I could see a tavern keeper able to tell you 1) what quests were available in the town ('The guild master is looking for someone to take a herd of cattle to Praven' 'A farmer is over there looking for help for the village of Sujumba', 'Lord Prescan is in the castle looking for someone to do something about a merchant'). Perhaps a tavern-keeper could be 'one-stop shopping' for information in the town - information that you could get yourself easily, but, by talking to the tavern-keeper, you could avoid walking all over the place. Tavern keepers could be well-informed about goings-on in their town.
